Introduction to Technical Regulations on Fire Safety in Buildings and Venues Part VI

Law No. 15/2021 "Legal Regime for Fire Safety in Buildings and Venues" clearly stipulates that the technical code for fire safety shall specify protective measures relating to the design and construction of buildings, fire safety systems, and preventive measures to avoid the occurrence of fire, and this technical code is approved by the supplementary regulation.

To this end, the Macao SAR Government, based on the continuous evolution of fire safety and building technology, summarized the practical experience and technological development over the years, combined with the actual situation in Macao, and made reference to the Fire Safety Regulations approved by Decree 24/95/M, formulated the new administrative regulations approved by the "Technical Regulations on Fire Safety in Buildings and Venues". To replace the implementation of more than 20 years of "fire safety regulations".

The newly formulated administrative regulations and the approved "Technical Regulations on Fire Safety of Buildings and Venues" will come into effect on August 17 this year, so as to further improve the fire protection technical specifications, which have the following eight main aspects, the sixth part: In accordance with the urban layout and architectural characteristics of Australia - In the practical experience of implementing the original Fire Safety Regulations, it is found that some provisions are difficult to achieve due to the unique conditions of Australia, especially the narrow streets and small and narrow land features of the old area of Australia, which restricts the urban planning of some old areas. For this reason, the Technical Regulations provide for some technical specifications that may be exempted under certain conditions to tie in with the overall urban construction and development of Macau. For example, in the Technical Regulations on road accessibility for fire engines, it is stated that if the proposed project involves buildings not higher than 20.5 metres for residential, hotel, collective equipment, service and commercial purposes, the road accessibility requirement may be exempted after the Fire Protection Bureau considers the road to be accessible after the operation of appropriate fire engines on site.

In addition, in conjunction with the requirements in the Technical Regulations on other aspects of such buildings, the new requirements will not only protect the fire safety of the buildings concerned, but also create favourable conditions for urban renewal.
