In accordance with Article 50 (5) of the Basic Law of the Macao Special Administrative Region and Article 70 (1) of Law 15/2021 on the Legal Regime for Fire Safety in Buildings and Venues, the Chief Executive, after consulting the Executive Council, enacts this supplementary administrative Regulation to repeal Decree Law 24/95/M of June 9.
The following definitions have been added in terms of evacuation:
(a) "evacuation path" means the path from any occupation-able point within a site or a building to the external security zone of the building, provided with a door or similar opening along the way and other suitable means of evacuation, usually including a starting path at a stopping point and another path at an evacuation path;
(b) "escape access" means a protected or unprotected shared horizontal and vertical access of a building or a site to enable the relevant users to evacuate in case of fire;
(3) "Horizontal shared access" means the common part of an evacuation path consisting of a corridor, front hall, lobby, promenade or a sidewalk clearly marked on the floor of a wide space for evacuation purposes;
(4) "Vertical common passage" means the common part of the evacuation path composed of stairs or ramps and other evacuation methods;
(5) "Stairwell" means a vertical space within or outside a building where stairs are arranged;
(f) "Protected evacuation corridor" means a horizontal and vertical shared corridor having the characteristics specified in this Technical Regulation in order to protect users against gas, smoke and fire during the period required for evacuation;
(7) "fire shelter area" : means a rooftop accessible to the roof of a building and a fire shelter floor specially designed to accommodate people in the event of a fire, so that the person concerned can avoid the direct impact of the fire within a specific period of time;
(8) "Accessible roof" means a major flat space on the roof of a building that is accessible and easy to use by any user;
(9) "fire shelter floor" : means a floor in a building designed to prevent the spread of fire and to serve as a fire shelter;
(10) "Safe area" means a place where people can escape from the direct impact of a fire on a public road or other open space with direct access to a public road;
(11) "Exit" means any opening through which the user arrives at a safety zone along an evacuation path from where he or she is;
(12) "evacuation capacity of exit" : means the upper limit of the number of persons who can pass through the exit at any one time per unit calculated in accordance with the provisions of these technical Regulations;
(13) "distance of discharge" means the distance that a building user must travel from any point within the floor to reach a protected staircase, exit to the outside of the building, open space with direct access to a public road or a public road.
