[Administrative Regulation No. 39/2022 approves Technical Regulations on Fire Safety in Buildings and Venues]
In accordance with Article 50 (5) of the Basic Law of the Macao Special Administrative Region and Article 70 (1) of Law 15/2021 on the Legal Regime for Fire Safety in Buildings and Venues, the Chief Executive, after consulting the Executive Council, enacts this supplementary administrative Regulation to repeal Decree Law 24/95/M of June 9.
For the purpose of determining the fire resistance rating and fire response rating of building components and materials, laboratory tests shall be carried out by qualified entities in accordance with approved suitable methods, unless otherwise expressly provided.
Article 30 Laboratory test methods for fire resistance
For the purpose of determining the fire resistance rating and fire response rating of building components and materials, laboratory tests shall be carried out by a qualified entity in accordance with approved suitable methods, and the methods prescribed in European standard EN 13501-2:2016 are presumed to be appropriate laboratory tests. It includes "Nor mat ive referenc es" referred to in the second point and "Classification procedure for fire resistance" referred to in the seventh point.
According to Article 29 of Administrative Regulation No. 39/2022, the fire resistance rating is as follows:
1. The representation of the fire resistance grade of building components consists of the following marks:
(a) Symbols representing the capacity of building components, wherein symbol R corresponds to the stability of the structure, symbol E corresponds to the leakage resistance, and symbol I corresponds to the heat insulation capacity;
(2) Fire resistance time referred to in paragraph 3.
(2) Taking into account the different requirements for fire resistance, the symbols referred to in paragraph (1) above shall apply according to the following provisions:
(a) R, stability ability;
(b) E, leakage resistance;
(3) RE, stability and leakage resistance;
(4) EI, leakage resistance and heat insulation ability;
(5) REI, stability, leakage resistance and heat insulation.
3. Fire resistance time:
(a) a period of time, expressed in minutes, during which samples corresponding to building components can maintain their fire resistance after standardized thermal testing;
(b) indicated by the corresponding value of the lower limit achieved at the time of the test, with reference to the following nine grades: 15, 30, 45, 60, 90, 120, 180, 240 and 360.
