Introduction to Technical Regulations on Fire Safety in Buildings and Venues Part IV

Law No. 15/2021 "Legal Regime for Fire Safety in Buildings and Venues" clearly stipulates that the technical code for fire safety shall specify protective measures relating to the design and construction of buildings, fire safety systems, and preventive measures to avoid the occurrence of fire, and this technical code is approved by the supplementary regulation.

To this end, the Macao SAR Government, based on the continuous evolution of fire safety and building technology, summarized the practical experience and technological development over the years, combined with the actual situation in Macao, and made reference to the Fire Safety Regulations approved by Decree 24/95/M, formulated the new administrative regulations approved by the "Technical Regulations on Fire Safety in Buildings and Venues". To replace the implementation of more than 20 years of "fire safety regulations".

The new administrative regulations and the approved "Technical Regulations on Fire Safety of Buildings and Venues" will come into effect on August 17 this year to further improve the technical specifications for fire prevention, which have the following eight main aspects, the fourth part is: To give discretion to the Fire Service - In line with Law No. 14/2021, the Urban Building Legal Regime, which gives the Fire Service the authority to approve professional plans on fire safety systems, the Technical Regulations also give the Fire Service appropriate discretion in respect of some technical requirements, Make it possible to adjust the fire safety requirements of buildings and venues according to the actual situation. For example, although ancillary Spaces such as offices and staff lounges are attached to the premises, if their total area does not exceed 1/5 of the area of the premises and other requirements are met, the requirements for separating elements may be relaxed. However, where the FSD considers that the characteristics of the building itself, in particular its use and foreseeable actual circumstances, may pose a greater risk, it may object to such relaxation and may request appropriate modifications to take account of the risk.
