【 On the importance of fire shielding layer 】
Law No. 15/2021 "Legal Regime for Fire Safety in Buildings and Venues" clearly stipulates that the technical code for fire safety shall specify protective measures relating to the design and construction of buildings, fire safety systems, and preventive measures to avoid the occurrence of fire, and this technical code is approved by the supplementary regulation. In response to the development of practical experience and scientific and technological level, the technical regulations have updated the technical requirements for fire safety, and filled in some matters that lacked norms in the past. For example, a new mandatory requirement of a fire shelter layer for buildings with more than 40 storeys or a height of more than 120 metres used for residential purposes is introduced to enhance the evacuation and rescue conditions of high-rise residential buildings in the event of fire (please refer to "On the Importance of fire shelter Layer" for details).
Article 121 of Administrative Regulation No. 39/2022 "Technical Regulations on Fire Safety in Buildings and Venues" refers to the elements of fire-avoidance layers, which are as follows:
(1) Stairwells and fire compartments connected to fire avoidance floors for the use of fire services shall be separated from the rest of the building by walls that meet the following requirements:
(a) REI 180 or EI 180 fire rating, depending on whether bearing function is available or not;
(b) to lay the interior surface and finish surface with A1 fire reaction grade materials;
(3) Adequate ventilation.
2. The fire door of the fire insulation room referred to in the preceding paragraph shall be of EI 30 fire resistance grade and open in the direction of the fire avoidance layer.
(3) Vertical piping through the fire shield shall be constructed or isolated with REI 180 or EI 180 fire rating elements, with or without load-bearing functions, and the fire shield shall not have any openings.
(4) To the exclusion of the preceding paragraph, vertical access to stairwells and elevator shafts for use by fire stations shall be permitted to have openings on fire avoidance floors provided that such openings are protected by fire compartments.
Fifth, the evacuation stairs leading to the fire avoidance layer should be separated in the fire avoidance layer, the same floor dislocation or upper and lower disconnected.
Article 122 Elements of fire safety system,
Article 122 The fire protection layer shall meet the following requirements for fire safety systems:
(a) the door of the lift platform and car for the use of the fire station shall be closed and opened by electric means through the corresponding control switch;
(2) The opening of the fire-avoiding layer should be provided with a water curtain system for protection;
(c) Signs in Chinese and Portuguese characters should be provided at prominent places on the landing of the fire shelter floor, together with indicating arrows.
