In the past, after the fire broke out in the old building, the best time to fight the fire was delayed due to the problem of fire fighting equipment, which caused heavy losses to the lives and property of residents. In addition, the owners of many existing buildings have a low awareness of improving and updating fire service equipment, and there are "three no buildings" in Macau: no owners' associations, no management companies and no attention from tenants. Some building roof doors are locked for a long time, and there are hidden dangers in fire safety.

The "Legal System of Fire Safety in Buildings and Venues" and the "Approval (Technical Regulations on Fire Safety in Buildings and Venues)" administrative regulations have been promulgated and come into effect on August 17, 2022. It is believed that it can effectively improve the situation of accumulation of debris in fire escape routes in "three no buildings", and in conjunction with the powers of the works department, ensure the safety and smooth flow of escape routes when emergency incidents occur.

On the other hand, by assigning responsibility for fire safety in buildings, the legislation ensures that the relevant responsible persons such as the building Management Committee have sufficient safety awareness, consciously maintain the effective operation of the fire safety system in buildings according to the professional advice of the Fire Protection Bureau, and submit relevant results to the fire Protection Bureau and accept regular supervision, so that the fire Protection Bureau can have a more comprehensive review of the overall fire safety of buildings and buildings.
