【 Understanding Macao's new Fire Protection Law 】

Fire safety is everyone's responsibility. The new Fire Protection Law, introduced on August 17, 2022, has clear rules and regulations on who is responsible for maintaining safety conditions and the obligations to comply with them.

The new law requires owners, management committees or property management companies to engage fire service companies to provide inspection, maintenance and repair services for the fire safety systems of buildings, except Class P and M buildings (height below 21.6 metres) for residential purposes. Other buildings in Class P and Class M, which are not for residential use, are required to engage fire service companies to provide a range of inspection, maintenance and repair services for the fire safety system of the building to ensure the proper operation of the fire safety system.

In addition, the new fire prevention law is more demanding 1. Buildings of MA class (height over 50 m); 2. Class A buildings (from 21.6 m to 50 m in height) used for hotel, commercial or collective equipment and service purposes; 3. Security posts are provided for Class A, Class M buildings (height 10.8 m to 50 m) used for public gathering, industrial and carpark purposes.

In addition, the new Fire Protection Law also requires owners, management committees or property management companies to employ A fire safety officer trained by the Fire Department to provide the following services on an ongoing basis for buildings with the highest level of Class A secondary (31.5 m to 50 m in height) and buildings requiring a safety post:

a)          Maintain clean and unimpeded evacuation routes;

b)          Pay attention to the maintenance and operational performance of all fire safety systems;

c)          Keep up to date the record book of work events;

d)          Ensure that any user of the building and grounds has access to the emergency plan at all times;

e)          When an accident occurs, it is necessary to inform and provide assistance to the fire department.

The above is the duty of the fire safety person in charge, so the fire Department will set up a "fire safety person training course" to let the company arrange relevant personnel to read.

The above are the regulations and provisions of the new Fire Prevention Law on August 17, and failure to fulfill those obligations in the future will be considered a violation. We work together to maintain fire safety in buildings and create a safe social environment.
